Business Setup

How we prepared this guide: it is based on Tasreea's service terms, published pricing and the ADDED/TAMM licensing routes our team uses daily from Mussafah M4. Last verified: October 23, 2026. Rules and fees are set by the authority and may change.

Quick answer: Mussafah is Abu Dhabi's industrial and trading base, and one of the most practical places in the UAE to license a company that needs space, industrial clients or a mainland Abu Dhabi presence. You can choose a commercial, professional, industrial or Tajer licence, use a virtual office address where the activity allows it, and manage the company from Dubai or anywhere in the UAE. The right route depends on your activity, visa plans and premises needs, not on where you live.

Mussafah is not a free zone and it is not a Dubai address. It is a working district in Abu Dhabi where mainland companies license, store, manufacture and serve customers. The value for a founder is practical: industrial neighbours, suppliers, transport links and a lower operating profile than central Abu Dhabi or Dubai prime areas, while keeping a mainland Abu Dhabi licence.

This guide is written for founders anywhere in the UAE, including Dubai-based owners who want an Abu Dhabi presence without moving. It covers licence types, office and virtual office choices, the Dubai-to-Abu-Dhabi route, costs, common mistakes and what Tasreea actually does from Mussafah M4.

What is Mussafah and why do businesses set up here?

Mussafah is an industrial city and commercial district in Abu Dhabi, close to the E10 and E11 corridors and the emirate's logistics routes. It is a working district: workshops, warehouses, contracting firms, service companies, suppliers and industrial clients sit side by side, and Tasreea's office is at Mussafah M4, Block 10.

Businesses set up here for practical reasons rather than prestige. A mainland Abu Dhabi licence gives access to government and private contracts, and Mussafah keeps operating costs lower than central Abu Dhabi or Dubai prime areas for premises-heavy work. That cost difference is real but varies by unit type, so confirm current rents for the space you need rather than relying on a headline figure.

The district suits trading, contracting, manufacturing, fabrication, logistics support, equipment rental, maintenance and business services that sell to industrial clients. It is less suited to founders who want a premium client-facing address as their main selling point, or activities that need a specific zone licence. If your model is desk-based, a virtual office address in Mussafah can be enough; if it needs storage, staff or inspections, plan for physical premises from the start.

From our Mussafah office, the first question clients ask is usually not about the licence name. It is whether they can run the company from where they live. For many activities the answer is yes, provided the licence type and premises match the activity. The sections below show how that works.

Which licence do you need in Mussafah?

Most Mussafah setups need one of five routes: commercial, professional, industrial, Tajer Abu Dhabi or freelancer. The choice follows the activity, not the postcode. Pick the route that matches what you actually do, then let the premises decision follow from that.

Licence routes used for Mussafah setups. Confirm your activity and approvals on TAMM.
LicenceBest forOffice requirementWho it suits
Commercial licenceTrading, contracting, general services, retail, logistics supportRegistered address required; virtual office may be accepted for some activities, physical for othersUAE founders wanting a mainland trading presence
Professional licenceConsultancy, IT, marketing, design, training, advisory workRegistered address required; virtual office often accepted for desk-based activitiesConsultants and service firms
Industrial licenceManufacturing, fabrication, processing, assembly and technical industrial workPhysical premises usually required and may be inspectedFactories, workshops and production businesses
Tajer Abu DhabiEligible activities and new founders testing an ideaNo premises during the no-premises periodStartups and solo founders; check eligibility
Freelancer permitEligible solo professionals in approved activitiesUsually no separate office; check the activity listSolo consultants and creatives

Tajer is a starter route, not an expansion route for an existing Dubai company. Tajer holders whose office-free period ends in 2026 received a one-year extension, which is a separate rule from the branch route. Read our Tajer licence extension guide and our Tajer Abu Dhabi page before you assume it fits your plan. If you already run a Dubai or free zone company, the branch route in the next section is usually more relevant.

For the wider mainland picture, our business setup in Abu Dhabi hub and mainland business setup page explain how mainland licensing treats different structures.

Do you need a physical office in Mussafah?

Not always. Some Mussafah businesses need a workshop, warehouse or inspected premises from day one. Others can start with a Tawtheeq-registered address and add space later. The rule depends on the activity and on whether the licensing authority accepts that activity on the address you choose, so confirm before you pay.

Premises options for Mussafah setups. Confirm acceptance for your activity on TAMM.
RouteWhat it gives youWatch point
Physical office, workshop or warehouseFull control, inspected premises where required, higher visa quotaHighest cost; Tawtheeq must match the licence record
Business centre unit or deskFurnished space, meeting rooms and a registered address in Mussafah M4Check desk type against visa quota needs
Virtual office addressTawtheeq-registered address from AED 5,500 per year where accepted, plus mail handlingConfirm activity acceptance; no storage or staff seating
Tajer (no premises)Starter licence with no premises for a limited periodEligibility and activity limits; not for expansion
Branch of an existing companyKeep the home office; an Abu Dhabi branch may have first-year no-premises flexibility for qualifying activitiesParent licence must stay valid; plan the year-two address by month 10

The practical trap is choosing the cheapest address first and discovering later that the activity needs physical premises or a higher visa quota. Decide the licence and headcount first, then buy the address that supports both. Our business centre page lists the desk, meeting room and training room options in Mussafah M4.

What is a virtual office in Mussafah and who can use it?

A virtual office in Mussafah gives you a Tawtheeq-registered business address and a licence-eligible location without renting a daily desk. It suits consultants, service firms, trading companies that operate remotely and founders who need an Abu Dhabi address for licensing, banking and correspondence. It does not suit activities that need storage, staff seating, inspections or on-site operations.

What is usually included: a registered address, mail handling, call answering and access to meeting rooms by booking. What is not included: a permanent desk, storage, staff seats or a production space. A virtual office is a registered address service, not a substitute for premises where the authority requires them.

Before you buy, check four things on TAMM and with the provider: whether your activity is accepted on a virtual address, what visa quota the address supports, how the bank will view the address for KYC, and how Tawtheeq is registered. Our virtual office page starts from AED 5,500 per year, and our virtual office bank account guide sets out the KYC pack banks usually ask for. A trade licence plus virtual office bundle is available from AED 5,999 where accepted.

Setting up from Dubai or another emirate: do you have to move?

You do not have to move to Abu Dhabi to hold an Abu Dhabi licence, but you do have to follow Abu Dhabi's process. Mainland licensing runs through TAMM, the unified Abu Dhabi Government Services platform, and the Abu Dhabi licensing authority. Many owners manage it remotely and visit for signing, approvals or banking. If you already have a Dubai or free zone company, the branch route may let you test Abu Dhabi without a lease for the first year, where the activity qualifies.

The branch route is the one Dubai-based owners ask about most. In February 2025 ADDED allowed firms registered in other emirates, including their free zones, to open an Abu Dhabi branch without physical premises for the first year, for about 1,200 activities. The year runs from licence issue, and the parent licence must stay valid. Read the full process in our Abu Dhabi branch licence without an office guide. It is a different rule from the Tajer extension, so do not mix the two.

If you need a trade licence without a physical office, our trade licence without an office guide explains how Tawtheeq works across routes, including the difference between Abu Dhabi's Tawtheeq and Dubai's Ejari.

Step-by-step process for setting up in Mussafah

A typical Mussafah setup has six to eight steps: choose the activity and structure, confirm premises needs, prepare documents, apply on TAMM, clear approvals, pay fees, receive the licence, then handle establishment, visas and banking. Timelines depend on the activity and approvals, so plan in weeks rather than days for anything regulated.

  1. Define the activity and structure: commercial, professional, industrial, Tajer, freelancer or branch.
  2. Check the premises requirement for that activity on TAMM before you commit to space.
  3. Choose the address: physical unit, business centre desk or virtual office where accepted.
  4. Prepare documents: passport, visa or Emirates ID, proof of address, activity approvals, and parent licence plus home authority letter for a branch.
  5. Open the licence request on TAMM and upload the complete pack in one filing.
  6. Clear any departmental approvals that TAMM routes to other authorities.
  7. Pay the fees shown on your own file and save every receipt.
  8. Receive the licence, then register establishment, visas, corporate tax and the bank account.

ADDED is the Abu Dhabi licensing authority, and ADRA (Abu Dhabi Registration Authority) may appear in registration flows. Follow the route shown on TAMM for your activity rather than assuming a fixed sequence.

File once and file complete. Most delays come from a mismatched activity, a missing home authority letter or an address that does not match the licence record, not from the platform itself. If you are a Dubai company, keep the parent licence valid throughout and diarise both renewals together.

Documents checklist

  • Passport copies for owners and managers.
  • Visa or Emirates ID copies where applicable.
  • Proof of address and contact details matching the application.
  • Activity approvals or no-objection letters for regulated work.
  • Parent licence, board or shareholder resolution and home authority letter for a branch.
  • Premises or address documents: Tawtheeq record, desk contract or virtual office agreement.

Cost: what actually drives the total

There is no single Mussafah price because the total is built from licence type, activity, approvals, premises and visas. Published examples on our site include Sole Establishment from AED 14,431, Trader or Tajer licence from AED 13,958, Freelance licence from AED 7,485, virtual office from AED 5,500 per year, and a trade licence plus virtual office bundle from AED 5,999 where accepted. Add approvals, visas, medical, Emirates ID, establishment card, bank account costs and renewal to reach the real total.

Common mistakes when setting up in Mussafah

These are the patterns our Mussafah team sees most often. Each one is cheaper to fix before you open TAMM than after a rejection or a refile.

  • Treating Mussafah as a free zone, or assuming free zone rules and customs treatment apply.
  • Choosing a licence type by price instead of by activity, then re-filing later.
  • Buying a virtual office before confirming the activity is accepted on that address.
  • Planning visa quota after the premises are chosen, rather than before.
  • Dubai companies assuming a Dubai Ejari covers an Abu Dhabi licence or branch.
  • Missing the parent licence or home authority letter when opening a branch.
  • Leaving the year-two address decision until renewal week instead of month 10.

Frequently Asked Questions

Can I get a virtual office in Mussafah?

Yes, where the activity is accepted. A virtual office in Mussafah gives a Tawtheeq-registered business address from AED 5,500 per year, plus mail handling and licence support. It suits consultants, service firms and remote trading companies. It does not suit activities that need storage, staff seating or inspections, so confirm your activity on TAMM before you pay.

Can I set up a company in Abu Dhabi if I live in Dubai?

Yes. Residence is not the blocker; the licence follows Abu Dhabi's process. Many owners manage it remotely and visit for signing, approvals or banking. If you already have a Dubai or free zone company, the branch route may let you test Abu Dhabi without a lease for the first year, where the activity qualifies.

Do I need to visit Abu Dhabi to set up?

Sometimes. Many steps run on TAMM, but signing, notary, banking or inspections can require a visit. Plan one or two trips rather than assuming everything is fully remote, and ask which steps need you in person before you book travel.

Is Mussafah good for trading or industrial business?

Yes, for industrial, logistics, contracting and services that sell to industrial clients. Mussafah is mainland Abu Dhabi, not a free zone, so the licence and premises rules are mainland rules. It is a working district with suppliers, workshops and transport links rather than a premium office address.

What is the difference between Tajer and a commercial licence?

Tajer is a starter route for eligible new founders with no premises for a limited period. A commercial licence is the standard mainland route with a registered premises from the start. Tajer suits testing an idea; a commercial licence suits hiring, banking and long-term contracts. They are different rules and should not be mixed.

How long does licence issuance take in Mussafah?

Timelines depend on the activity and approvals. Straightforward desk-based activities can move quickly; regulated, industrial or multi-approval activities take longer. Plan in weeks, not days, and do not sign leases or hire staff until the licence position is clear.

Can I add visas to a Mussafah licence?

Yes, but visa quota links to licence type and premises. Decide your headcount before you choose the address, because a virtual address and a leased office do not carry the same quota. Add establishment, medical, Emirates ID and insurance steps after the licence is issued.

Can I open a bank account with a Mussafah address?

Banks apply their own KYC checks. Prepare the licence, Tawtheeq record where one exists, owner IDs and a short business profile. No adviser can promise an outcome, and a virtual office address may draw extra questions, so prepare the file carefully.

What documents do I need to set up in Mussafah?

Expect passport copies, visa or Emirates ID, proof of address, activity approvals, and a parent licence plus home authority letter if you are opening a branch. Shareholder or board resolutions may be needed for companies. The exact list follows your activity on TAMM.

Can a Dubai company keep its Dubai office and add Abu Dhabi?

Yes. The branch route keeps the parent licence and office in place and adds an Abu Dhabi branch. The parent licence must stay valid while the branch exists. If the parent lapses, the branch file is exposed, so diarise both renewals together.
